Terry was given three years to make the required changes to the course structure. Since the USGA specified that no trees should be within 10 yds of a tee, fairway, or green, additional trees had to be removed (see USGA Report). The USGA provided Terry with a cultural program that differed somewhat from his own (see Cultural Programs). The changes were designed to make the greens faster and the fairways narrower, and to provide a more tournament-like course. The USGA¹s goals included disease-free turf and stimpmeter readings of at least 10.5 ft throughout the tournament; this threshold was at least 1 ft higher that Terry was maintaining with his standard cultural program. How should Terry organize his crew's efforts to accomplish these changes?
York¹s Board of Directors approved the installation of a new two-row fairway irrigation system, but authorized Terry to decide when the new system would be installed. He knew the new system would make a tremendous difference and would possibly free crewmembers for other tasks. It would also require ripping up a lot of the existing turf, along with other damages. Should Terry go ahead with construction or should he make do with the system already in place until the tournament was over?
