There are simply too many things wrong: the different textural layers in the soil profile, the perennial weeds that can't be controlled with selective herbicides, and the unsightly depressions that collect standing water after each rain.
It's late June in southeastern Pennsylvania and the weather is fine, but hot weather is just around the corner. There is much to be done before planting, and there are so many things that have to be done properly during and after the planting operation. You know that if seeding is the planting method selected, it should be delayed until favorable weather for germination and seedling establishment is more likely.
